What kind of garment is the Winifred waistcoat?

This pretty vest (waistcoat) is inspired by the fashion of the Victorian period. Among the details of its design we can see a double-breasted crossed front. The neckline is wide and adorned with a pretty lapel collar. The back can be adjusted with a tiny "belt" so that it fits well to the body.
